You place the tome on the dais. The runes once again glow with the same shadowy light, and the runes on the pages coalesce into a language you
can read.
The shades of this land could not form the cooperative that they have created without guidance. Those who have had form the longest act as guides
to the others. However, for more structural decision making, there is a dark council. These are each experts in their field, chosen from their respective
guilds. Additionally, there is made allowance for up to 3 more council seats to be taken by those who have performed great acts. They rule by comittee and
create and draft decrees for both how shades should conduct themselves and how laws of Dark Gaia can be applied to society.
Aside from the elders and dark council, there may be one divine leader. Though they are not a given, such shades have been chosen by She Who Casts the Shadows
herself. Those claiming to be such a leader must undertake a dark quest. The dark quest usually is incredibly dangerous, with the assumption being, only one blessed
by Dark Gaia herself could survive it. The dark quest is always crafted anew each time, so there is no way to prepare for it. Should a Dark Touched be proven to be
real, they act as a new leader for a new colony of shades. They rally a portion of shades to their cause and bring set forth to found a new kingdom.
While these were common in the early times of our lands, the number of Dark Touched have become far and few between. Some believe it to be an ill omen, that Dark Gaia
is turning against her children's creations. Others see it as a good portent, that the lands have become truly populated and no longer are such divine leaders needed. In
either case, it has been many an upheval since the last Dark Touched was proven.
